feat: add vicinae-extensions and update vicinae settings

Add vicinae-extensions flake input and configure extensions (bluetooth, nix, power-profile). Move vicinae cache config from system.nix to cachix.nix. Update vicinae settings to new config schema with systemd autostart. Co-Authored-By: Claude Sonnet 4.6 <[email protected]>
