feat: add vicinae-extensions and update vicinae settings

Add vicinae-extensions flake input and configure extensions (bluetooth,
nix, power-profile). Move vicinae cache config from system.nix to
cachix.nix. Update vicinae settings to new config schema with systemd
autostart.
